About the Oversight Board

The Oversight Board is a newly established organisation, comprised of independent expert members from around the world, that will ensure respect for freedom of expression and human rights on Facebook and Instagram. It will address some of the most challenging and consequential content decisions arising from Facebook and Instagram posts, and make binding determinations on what content to allow or remove. This role sits within the Content team, whose function is to:

Provide policy guidance to the Oversight Board and its committees and panels, on specific cases or, upon Facebook s request, on Facebook s Community Standards.

Support the Oversight Board on interpreting Facebook s Community Standards and other relevant policies.

Provide expertise to the Oversight Board on international human rights standards.

Provide briefings explaining the Oversight Board s position on policy issues.

Responsible for coordinating outside research and papers on selected cases as requested by the Oversight Board.

Support the preparation of briefing and draft decisions for the Oversight Board.


Responsibilities

The Senior Policy Officer will, under the supervision of the Research & Policy team manager, support the Oversight Board in ensuring its content decisions respect freedom of expression and international human rights standards. The post holder will support the Oversight Board in ensuring its content decisions are based upon the Facebook values and Community Standards. As such, they will ensure effective collaboration within the Research & Policy Team, as well as work closely with colleagues from Case Development Team and Case Screening Team to ensure the success of the Content Team in supporting the Oversight Board Administration as an innovative new mechanism for ensuring transparency, accountability and respect for human rights relating to content decisions on Facebook and Instagram. Under the supervision of the Research & Policy Team Manager, they will provide policy guidance on specific cases based on international human rights standards, as well as interpret Facebook s Community Standards and other relevant policies. Therefore, the post holder will possess considerable legal and policy expertise on human rights, and will build a deep understanding of Facebook s Community Standards and stay updated on their development. Under the supervision of the Research & Policy Team Manager, they will develop and draft legal and policy guidance on specific cases under the direction of the Oversight Board, as well as draft briefings for the Oversight Board on thematic and policy issues. Upon request, they will provide policy input for the Oversight Board's consideration on recommendations to Facebook regarding its policies.


Skills and Experience

Successful candidates are likely to have the following skills and experience:

Law degree, preferable at master level with some specialisation in international human rights, digital rights and/or media policy.

Thorough knowledge of international and regional human rights law and mechanisms and of recent developments at the international and regional levels.

Experience working and engaging with policymakers, civil society and non-governmental organizations and other stakeholders.

Experience with policy development processes, including stakeholder engagement, consultative deliberation and collaborative drafting.

A flexible mindset and ability to work in a fast-moving environment.

Strong written and oral communications skills.

Experience in building sustainable and effective stakeholder relationships.

Experience of working in multiple countries and/or diverse multinational workplaces.

Knowledge of multiple languages preferable.
